I am directed by Secretary Sir E. Grey to acknowledge
90.
the receipt of your letter No.27055 of the 7th instant enclo-
sing paraphrases of telegrams exchanged with the Governor of
Hong Kong on the subject of the Chinese insurrection.
Sir E. Grey sees no objection to the Governor being
authorised to assume control of the Chinese Telegraph Administ
tration at HongKong if he deems it necessary, nor to his de-

porting the ex-Governor of Kwangtung provided he observes the
condition as to facilities for removel to a place of safety
laid down in the Colonial Office telegram of August 6.
Sir E. Grey shares Ir. Harcourt's view that there is
no objection to the Chinese warships remaining in Hong Kong
waters.
As regards Sir H. May's desire that the President
should be asked to appoint capable and honest officials as
Governor General and Commissioners of Departments at Canton
His Lajesty's Chargé d'Affaires at Peking has been instructed
to express to His Excellency unofficially the hope of His
Majesty's Government that this will be done. A copy of the
